Culture is not the values on your website or the words stencilled onto the office wall. Culture is what actually happens when a manager and an employee have a difficult conversation, when a mistake is made and everyone waits to see who gets blamed, when someone is struggling and the organisation notices, or does not.

You cannot buy a positive culture off the shelf. You build it, deliberately, in a thousand ordinary moments that many organisations never stop to examine.
